Certification

Who needs to be Actively Certified?

Anyone working for an accredited Seventh-day Adventist yearbook organization in the North American Division who is performing fiduciary or discretionary Planned Giving & Trust Services duties must be Actively Certified.

How long do I have to become Certified?

You have 12 months to become Actively Certified once you start a position that requires you to perform fiduciary and/or discretionary PGTS duties.

Do administrative assistants need to be Actively Certified?

If an administrative assistant is performing discretionary or fiduciary PGTS duties they must be certified. If the administrative assistant is only performing ministerial duties, such as data entry or mailing notices that are prepared by another, they are not required to be certified. If an administrative assistant is not certified, then any PGTS ministerial work they are performing should be under the direction and supervision of someone who is Actively Certified.

Do treasurers need to be Actively Certified?

If a treasure is performing discretionary or fiduciary PGTS duties they must be certified. If the treasurer is only performing ministerial duties, such as cutting checks or data entry, they are not required to be certified. If a treasurer is not certified, any PGTS ministerial work they are performing must be under the direction and supervision of someone who is Actively Certified.

What constitutes fiduciary PGTS Duties?

Actions and responsibilities performed by an individual for the benefit of another when the latter has placed in the former the utmost trust and confidence to manage and protect property or money. The duties performed as the result of a relationship wherein one person has an obligation to act for another’s benefit.

What constitutes discretionary PGTS Duties?

Actions and responsibilities taken based on one’s own judgment. The ability to complete, or not complete, a task at one’s discretion, deciding how the task is to be done.

What constitutes ministerial PGTS Duties?

Refers to the official duty of an employee wherein the employee has no room for the exercise of discretion, and the performance being required by direct and positive command of a qualified individual. Filling out a form under the direction of a lawyer is a ministerial task performed by a legal secretary when the lawyer takes full responsibility for the completed form.

What do I need to do if I completed the PGTS Certification Course several years ago but never became certified?

If you completed the PGTS Certification Course but did not complete the remaining requirements within three years and become Actively Certified by the NAD PGTS Certification & Accreditation Committee then you will need to retake the PGTS Certification Course.

If I am no longer employed by an accredited SDA organization, or no longer working in PGTS, how can I maintain my certification?

If you no longer work in a PGTS position, or no longer work for an accredited SDA organization, and continue to report your completed CPE annually along with attending all required NAD PGTS Conferences your certification will remain Inactive. If in the future you go back to working for an accredited SDA organization in a role that performs PGTS duties then your certification will go back to being Active.

What does CPE stand for?

Continuing Professional Education.

How much CPE am I required to complete?

To maintain an Active or Inactive Certification you must complete and report through the PGTS Portal 16 CPE credits annually.

How do I know what qualifies for PGTS CPE?

The PGTS CPE Policy specifies what qualifies as CPE and can be found on the For Staff Page of Willplan.org

When can I report my completed CPE credits?

You may report your annual CPE starting February 1st through January 31st of the following year. You may enter your completed CPE at any time through the PGTS Portal, which is the only way you may report your CPE. Your Union Director will approve your final CPE report in the month of February for the previous year.

What is the deadline for reporting my CPE?

All CPE must be reported through the PGTS Portal no later than January 31st for the previous year.

What do I have to do to submit my annual CPE report at the end of the year so my union director will see it?

Nothing! What you have entered during the calendar year will be what is reviewed by your union director.

What happens if I do not complete my required 16 CPE credits in a year?

You and your director will receive an email from the NAD PGTS department letting you know our records show you have a CPE deficiency which will be carried forward to the next year. When you have a CPE deficiency you maintain an Active Certification and may continue to perform discretionary and fiduciary PGTS duties. To clear your CPE deficiency, you must first complete the 16 CPE credits for the current year, then make up the deficiency from the previous year. If you do not complete the CPE requirement for the current year plus your deficiency from the previous year during the current calendar year your Active Certification will become a Lapsed Certification.

Can I carry forward extra CPE credits that I’ve completed to the next year?

At this time you may not carry forward any additional CPE credits completed beyond the required 16 CPE credits.

What happens if I do not complete my required 16 CPE credits in a year?

You and your director will receive an email from the NAD PGTS department letting you know our records show you have a CPE deficiency which will be carried forward to the next year. When you have a CPE deficiency you maintain an Active Certification and may continue to perform discretionary and fiduciary PGTS duties. To clear your CPE deficiency, you must first complete the 16 CPE credits for the current year, then make up the deficiency from the previous year. If you do not complete the CPE requirement for the current year plus your deficiency from the previous year during the current calendar year your Active Certification will become a Lapsed Certification.

I just became Actively Certified for the first time this year, when am I required to start completing CPE?

If the NAD PGTS Certification & Accreditation Committee (C&A Committee) awards you Active Certification in the first six months of the year you must complete the annual CPE requirement for that year. If the C&A Committee awards you Active Certification in the last six months of the year you are not required to complete the annual CPE requirement until the following year.

Does the PGTS Certification Course and 30 Hours of Internship count as CPE?

No, the PGTS Certification Course and the 30 hours of internship are requirements to become certified, they do not satisfy the requirements for Continuing Professional Education CPE.

What is my username for the PGTS Portal?

Your username is the email address we have on file for you.

How can I log into the PGTS Portal when my email address has changed?

Log into the PGTS Portal using your old email address as your username, once logged in then click on the “Edit My Details” button in the center of the screen and update your email address. Be sure to hit “Save” at the bottom of the page. The next time you log into the portal you will use your updated email address as your username.

CPE Deficiencies

If I have a deficiency of CPE from the previous year may I still conduct discretionary and fiduciary PGTS activities?

Yes, your certification remains Active when you have a CPE deficiency from the previous year.

What if I have not reported my CPE for several years, am I still Actively Certified?

If you have not reported any CPE for more than two but less than six calendar years then you will have a Lapsed Certification, if you have not reported CPE for more than six calendar years then you will have a Revoked Certification. Whether you have a Lapsed or Revoked Certification you may no longer perform fiduciary or discretionary PGTS duties.

If I have a Lapsed Certification what PGTS activities can I conduct?

You may only perform ministerial PGTS duties under the direction and supervision of someone who is Actively Certified. You may not engage in any discretionary or fiduciary PGTS duties.

If my Certification Lapsed because I did not complete the required amount of CPE while working at an accredited SDA organization and working in a position that required me to perform PGTS duties, what must I do to have an Active Certification?

You must complete the CPE requirement for the current year as well as all deficient CPE from previous years before your certification will become Active.

If my Certification is Lapsed because I did not complete the required amount of CPE and was not working at an accredited organization what must I do to have an Active Certification?

You must complete 16 CPE credits to reactivate your Certification. Once your certification become Active you must complete an additional 16 CPE credits to satisfy the annual CPE requirement for that year. You may carry a deficiency forward to the following year once your certification becomes Active.

If I have a Revoked Certification what must I do to have an Active Certification?

You must complete the PGTS Certification Course and complete 8 hours of internship at an accredited organization other than your own. You are not required to take the Certification Course Exam or attend the 3-day live review.
